Assign permissions multiple files in library with no folders

Hello 

I have a library using metadata only - no folders.

I want to assign permissions on a number of files simultaneously. We would normally use folders and put docs in there but we don't want to do that.

We don't want to use power automate or scripting.

How to do this?
