HI there,
its unbelievable but i found a solution: Its is possible with on-board resources of SharePoint. How does it work? Every user now has the opportunity to register for events such as creating, changing, etc. WebSiteObjects, including WebPages to be informed.
To enable this feature for monitoring changes in a website page, do this steps as follow:
-> Website content -> Website pages-> navigate to the relevant page and select "Notify me" in the "three-point menu" and set the desired notification options

Or, go to Site Pages, then the . . . menu, then select Alert Me.
Still looking for a way for end users to do this, it was possible in older versions. I don't want to send people to my Site Pages to set up the alert and I don't want everyone to have to do a WorkFlow because it isn't intuitive. Still looking for a way to manage alerts for when content changes from the page itself if anyone has insight.

On your "visitor" end user, you go the the setting gear in upper right corner > site contents > site pages > then the page desired, you will click the "..." and it should have the option of "Alert me" above "More".
